American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to diminish as Republican senators floated a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Deepening Consequences of Government Shutdown
The effect on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to cancel flights and SNAP benefits have been postponed for 42 million Americans.
Trump's Plan from Florida Resort
As Saturday's session got started, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Multiple Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the consumer," one senator said.
Another senator praised Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic senators expressed concerned responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I welcome your support for Medicare for All."
Ongoing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to terminate the shutdown in exchange for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the idea of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Several observers indicated that the core of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.
After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
