The Demise of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Considerable effort is devoted on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from across the border, a ability enabled by timely intelligence. From vantage locations, military aircraft that had been dispatched to intercept incoming cruise missiles roared overhead – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the bullets missed the enemy aircraft – it pressed on overhead toward its objective.

With pauses, this continued until dawn. Kyiv faced the early updates: multiple fatalities, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The detailed framework from US administration provoked deep reactions, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to force Russia to abandon the territory that it currently occupies in Ukraine's occupied territories.

The issue is that while acknowledging this situation, American administration does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its advantage.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
